Receiving 'Error -2146697208: The download of the specified resource failed' when trying to upload M

I am receiving 'Error -2146697208: The download of the specified resource failed' when trying to upload MSP to Oracle Projects.  Has anyone received this before?  I am getting this same error when using MSP2007 and MSP2013.
