Why is Ship To Location Filed is Mandatory in the Shipping Details tab of define locations window

Hi,

I have seen that while defining Location in the Locations Window, 'Ship- To Location' field is mandatory field in the Shipping Details tab.

Without this field it will not allow the users to create a location.

Is there any specific reason for making this a mandatory field?

Can we create a location without giving Ship To Location field? If Yes how can we do it?
