PSU versus Database Proactive Bundle Patch

Looking for Guidance in Patching Strategy - between Database Proactive Bundle Patch versus PSU. We've been applying PSU as part our Strategy but have recently discovered in our Upgrade Project from 11GR2 (11.2.0.4) to 12CR1(12.1.0.2) that Proactive Bundle for 12C is being recommended. My Questions are:

1. Does PSU and Proactive Bundle Patch contain similar Content.

2. Can both be combined as a Patching Strategy.

3. If the answer for 2 is yes - are there conflicts with Deployment in regards to Patch Conflict resolution.

4. If the answer for 2 is no - what's the recommended Patching Strategy for NON-ENGINEERED environment using commodity Hardware/OS (AIX).
