Our Engineering team needs to create a new tab

Our Engineering team needs to create a new tab on our change orders, in addition to the standard tabs( new tab call Proposal) It would function just like the attachment tab.  We are on Agile 9.3.4.  Does the functionality to add a new tab exist?
