Trying to create a new tax by using another tax as my template, but the new tax doesn't have "enable

We current have use two different taxes, both are USA sales taxes with different rates.  I want to create a new sales tax, which is the same as the other taxes but just with a 2% rate.  I looked at an example tax and I printed out the entire configuration from the regime-to-rate flow so that I could use it as my template. 

I went through the entire setup and the configuration looks just like the existing taxes, but when I look up the new tax, it doesn't have the "enabled" check mark.

So my question is, what conditions can cause the tax to not be enabled?  On all the effective dates, I left the end date open and the from date as the default 01/01/1951.  Tax accounts have been defined and rate and I don't feel like I'm missing any part of the setup.
