th cost group on ITEM which from wip completion is different from the default cost group on subinven

we found in material transaction history data, there is much data that the ITEM's cost group is defferent from the cost group on subinventory,but as same as the cost group on org.

and the procedure in ebs database package program said that the item's cost group value can be given by the following rule:

-- First checks the mtl_onhand_quantities for onhand inventory and then the

-- mtl_material_transactions_temp for any pending transactions. If no
