GST - Unregistered Vendors - Reverse Charge Defaulting

Hi Oracle EBS (OFI) GST Team,

For all unregistered vendors who supply:

(a) Flowers

(b) Newspapers

(c) Daily Office Consumables

And, Third Party Registration details form:

(a) Does not have GST Registration ID

Query is: (a) Is there a mechanism to default reverse charge GST under such cases

Any pointers in this regard shall be of help.
