OTM - Partial PO-Receipt and ShipConfirmation

Hello - Looking for your thoughts on is there a way OTM can handle EBS Partial PO-Receipts(Under and Over Receipt) and Ship Confirmation(Under and Over shipping)

Scenario:

1. Purchase Order(PO) entered with 1 item with 100 bags and weight of 40,000 lbs

2. PO is interfaced to OTM as OrderRelease with quantity of 100 bags and weight of 40,000 lbs

3. OTM Created shipment for that Order release with quantity of 100 bags and weight of 40,000 lbs, and Tendered and accepted by carrier

4. OTM sent shipment information to EBS

5. EBS goes on with it's life-cycle and perform pick, pack

6. The supplier shipped 80 bags instead of 100 bags which constitutes for 30,000 lbs in weight
