Incomplete P4108 Lot Master Records

Users are entering test results using P3711 before users are closing out jobs via P31114. We are noticing lot numbers in P4108 Lot Master that do not have a country of origin or any lot dates (expiration, best before, sell by......). This is causing an issue when the job close out is completed because the lot number ends up with no country of origin after the completion. My question is this, is the P3711 suppose to make entries into the P4108? Or is there some other resolution to the problem of lots being entered into P4108 without a country of
