Physical Standby throwing ora-12514

I am on 11.2.03 with EBS R12.1.3.  I am testing a physical standby and created the instances. On my Physical standby alert log, I see the following error messages:

TNS-12564: TNS:connection refused

    ns secondary err code: 0

    nt main err code: 0

    nt secondary err code: 0

    nt OS err code: 0

Error 12514 received logging on to the standby

PING[ARC2]: Heartbeat failed to connect to standby 'STBY_TSTDR'. Error is 12514.
