Workcenter Security Defect (21753559) - is there any workaround?

PeopleSoft 9.2 (PI 18)

I would like to use AM Workcenters.  Our Audit team and myself do not want to grant ALLPAGES access to users just to use the page.  I would trust *me* with ALLPAGES in Production so I could use Workcenters.  Audit, however, is not in agreement.  

Does anyone have a work-around?  Do you just give AM users ALLPAGES?  We use ALLPAGES in our test regions for developers and Functional Leads.  I don't want to re-configure the role.  

The request has not been fulfilled in almost two years.  There has to be a workaround or it is delivered functionality that doesn't get used because of security.  Did PeopleSoft do the development only to have no one use it?
