Price List Lov

When price list Lov clicked on Sales order form how does it pick up the value. Is it picked  based  on base currency or the currency entered in the currency field?. if it is picked up by base currency why is it picked Euro currency price list  where my base currency is USD and entered in the SO currency field is USD.

Can it pick the LOV  values on the fly. if Euro currency entered in the oracle form then i clicked Price List LOV  will it pick Euro currency Price Lists. If i don't enter any Currency in the order form is the Price List value coming based on base currency??
