Upgrade database using OGG

If I want to upgrade 11gR2 database to 12cR2 using OGG, upgrade/migrade for non SYS schema.

Do we still need to run preupgrade.jar before doing migration ?

there is some suggestion from preupgrade.jar like

Remove the EM repository

Gather stale data dictionary statistics prior to database upgrade in off-peak time using:

The database is using timezone datafile version 14 and the target 12.2.0.1.0 database ships with timezone datafile version 26.
