Default Legal context List Does not have any Value

Hi,

Going to setup New Company Having followings.

One Ledger

One Legal Entity

One Operating Unit

I Created all Ledger options

And when im try to create Operating unit I'm able to select newly created ledger.

But, When I'm select Default legal context it gave error message as "No Entries Found for List of Values"

Can anyone instruct me how I need to select this.
