patching cloned database on different oracle home

I am cloning a 12.1.0.2 database with user managed online backups. The source OH is at patchset "Database Patch Set Update : 12.1.0.2.3 (20299023)" and the target OH is at patchset "Database Patch Set Update : 12.1.0.2.170117 (24732082)" and also has the "Database Patch Set Update : 12.1.0.2.3 (20299023)" showing.

After the clone is complete and database opened, when I tried to run ./datapatch -verbose it complained it could not find the archived patch directory. What it was looking for was the sqlpatch/20415564/18768682/20415564_rollback.sql file, and the folder did not exist on the new OH.

So, I created the directory structure in the new OH, and copied the rollback.sql file to the new OH, then ran it again. This time it applied the 12.1.0.2.170117 patch but complained about rollback errors because it could not find the
