How to use webservices in EBS 12.1.3

Hello,

We currently have EBS 12.1.3 installed using Oracle GL, Payables, Self service, Payables, Procurement and IExpense modules.  We have been using Oracle for over 10 years and interface it with other applications via DB links or file transfers.  However in recent years the applications we interface with are now using webservices to connect with other applications and we have been continually asked why Oracle EBS cannot. 

Please advise who we go about using webservices with EBS and creating APIs and methods to send and receive data, specifically for the Oracle GL module.
