OMW Web promote to pathcode

I'm working through my first OMW Web project in 9.2 (tools 9.2.1.1). 

I created new personal forms and composite pages in DV.  I then created a new project (in DV) and added the objects.  I promoted the project to a 26 status (PY).  The status moves, but when i go to PY the personal forms and composed pages are not there.

In PY environment if I go to P98220u, and try to approve the objects I get an object retrieval failure error:

Object Retrieval Failure 

An error has occurred, but it cannot be corrected from this form. Please correct any other errors and then contact your System Administrator regarding this error.
