Webcenter Portal Migration from 11.1.8 to 11.1.9

Hi Experts,

we have 11.1.8 webcenter portal application now the client want to migrate into 11.1.9.

But here client want separate 11.1.9 portal application with the existence portal application which is developed using 11.1.8.

clearly he want one more new installation for 11.1.9 with the same existing developed portal application.

Please suggest the way to solve this..
