Soa web service response time

Hi,

We have a pl sql web service which creates sales order in to ebiz system when invoked by external system.

While making continuous calls the web servicw performance is satisfactory but when we make the first call it takes 40-50 seconds to have the result.

I wanted to know is there any way we can improve the performance.. Like keeping web service in cache.

Not sure on how can we achieve this.

Any help would be great!
