Ship Confirm forces Sales Order on Hold

Hi,

I'm working with 9.2 and was trying to force the sales order on hold after ship confirm using the "Order Process Hold" setting stored in P4210 version. I've linked the associated sales order version to P4205, however, after several attempts have not determined how this hold works.

We have a version of P4205 to receive in returned product. The product is then inspected. We do not want to issue credit until final disposition, so I'm trying to force the order on hold after ship confirm.
