EBS R12.2.4 - Need some additional info regarding user_history$ table and reuse password profileapss

If I set the reuse_password profile to 4 years - that is 1460 days.

Does that mean any user who changes password it will be stored in the user_history$ table for next 4 years ?  Is the password history maintain in user_history$ table?

and is the user# column on user_history$ table same as user_id in fnd_user?
