Does having an end user working on an asset record impact/hold up the Mass Additions Post concurrent

Normally the Mass Additions Post concurrent program runs very fast. 

The other day we ran the program while end users were working in Asset Workbench.  After 45 minutes, the program was still running.  We asked the end users to exit out FA.  Once they exited out FA, the program completed almost immediately.

Does having an end user working on an asset record impact/hold up the Mass Additions Post concurrent program?
