Is there an interface or API to update values in PO_SYSTEM_PARAMETERS_ALL across many orgs?

When we have the same change to be made to all 24 of our orgs in PO and the change must be made in multiple environments, it would be nice to be able to script the changes via an interface/API to avoid manual errors. I don't see any table or API that appears to allow updates to PO_SYSTEM_PARAMETERS_ALL. I've checked the database for a table or API with a similar name and I've checked the Integration repository. It appears that the only way to handle updates to values in PO_SYSTEM_PARAMETERS_ALL is via a manual update in the web forms. Before
