Work Center Move/Queue Hours in Standard Routing

We are trying to understand how Work Center Move/Queue hours are updated in Standard Routing (F3003) in release 9.2.  We noticed that if we update Move/Queue hours in Work Center Master (F30006), the new values do not reflect in existing standard routers.  However, when creating new routers from scratch, the Move/Queue hours are defaulted in from WC Master.  Is this by design and new in release 9.2?  Since we have our Leadtime Rollup program (R30822A) set to use WC Master's Move/Queue values when they are zero in the router, what happens if the router already has the default Move/Queue hours
