How to Assign mass range of accounts to a Budged Organization

As per my client requirement we have to assign some laks of account combination to budget  organisation. Do we have any api or other way to upload all account combination in the budget organisation. Data loader is taking too much time and we are using free data loader. Don't have any licensed data loader. so please help.
