How do you personalize the background color on the login page for 12.2.5

I have seen notes on how to personalize 11i and early R12 login pages but with 12.2.5 the login page is no longer a framework page and I have not been able to find any documentation on how to personalize it. I am new to this location and the login page has a dark blue back ground. We are 12.2.5. For Dev and Test, I would like the background to be a different color. I am uploading a jpeg of the current page. What note documents how to personalize the 12.2.5 login page? any ideas how I can change the
