moving 12.2.0.1 oracle_home with tar to another host

Hi all,

ı m moving 12.2.0.1 oracle home with  tar utility  to another  host.  i extracted the tar file and  i cloned oracle_home on target..   no problem...  but   sqlplus , lsnrctl etc. are getting  below error when i try to use it.        i cloned this oracle_home tar file to another unix users ( this is test environment) for different instances on the same host. no problem.  but when i move this tar file to different host , i getting below error. i could not find useful document on metalink.    i tried relink .   nothing changed.     any idea ?   regards advanced.
