What parameter do you set when calling eam_assetnumber_pub to create rebuildable assets. I can only

In Enterprise Asset Management what parameter do you set when calling eam_assetnumber_pub to create rebuildable assets?     I can only get it to create Capital assets.

In procedure insert_asset_number I can see that it looks up the meaning in mfg_lookups for both Capital and Rebuild, but the procedure does not differentiate which one to use based on any parameter sent in.   It seems to default to Capital.    Is this a bug or is there a parameter we're missing?

We're running 12.1.3.
