web services connection to FEDEX with out using KEWILL

Hi,

We are having a requirement  that OTM needs to call FEDEX server for parcel rates. So fir that we dont want to use KEWILL. Can we setup a webservice program to call fedex server to get the rates while olanning parcel shipments? is that possible with out  using KEWILL?
