Composed Page Springboard incorrect links

I'm developing a composed page logged on as a generic user (non-admin, custom role, CSRstaff).  On the composed page I've added a springboard to a menu that this user has access to.  After saving the new page, when I click any of the icons to navigate to that application (address book for example) instead of going to the application I get a popup for task search with the task ID passed into the search box.

It is user specific, so it makes me think its security related, but I can't quite figure out what security, or where to look.

**edit, when I say its user specific, I have only tested 2 scenarios, myself as sysadmin, and this user, non admin.  Adding the same springboard when logged in as my sysadmin user works fine.
