Open button in Requisition summary not available

Hi,

Open button to view Incomplete requisitions from Requisition summary fails with a 'Function not available' error message.

It only works when I add both to custom Requisitions submenu

Req Summary: Create New Req

Req Summary: Open Document

However, this permits creating & updating requsitions.  I would only like to view requisitions.  Please let me know what other functions/sub-menus need to be added.
