Siebel Server Configuration issue

What is the importance of being on the same database level as install configuration level? We are having issues connecting to the Gateway during configuration of a co-located siebel server.

Situation: I was given a 15.8 db and was told we will upgrade the db to the proper level when configuration of the new servers to 16.12 is complete.
