Oracle 12.1 RAC DB Service - How to Add to Cluster Resources

Hi, DBAs

This is 12.1.0.2 RAC on Linux x86_64.  The application uses Streams, and when Streams objects were added and configured, the vendor also added database services specifically for Streams, using dbms_service.

Now these services are not managed as cluster resources.  What are the steps to present these services to Clusterware but not change the way the service was defined?
