P41024 - Doesn't allow to change primary location when soft commitment exists

Our company just upgraded from XE to 9.2 last June 2017. We have been using the Primary location to properly direct parts in all of our receiving process which includes (but not limited to) Warehouse and Shop floor.  Since we went live on JDE 9.2, we cannot anymore update Primary locations as needed due to Soft commitment error. Our parts are constantly moving, purchased and/or manufactured through work orders so there will be no way for us to change primary given the current restriction in 9.2.

This is impacting deliveries, receiving process and project implementations and is causing a lot of extra work redirecting the parts to the correct locations.
