ora-1017 when converting from snapshot standby to physical standby

12.1.0.2 4-node RAC on primary and standby
I used EM13c to create a Data Guard environment. That resulted in a single instance standby database. I used EM13c to convert to RAC. I discovered i still had to manually add listener.ora entries for convert to work but for some reason i have to issue "convert to physical standby" twice before success. syntax below. i have confirmed password file is the same on standby environment as primary. i'm not real sure where to look next for the problem or if this is expected behavior. i do see 1017 messages in the alert log but i'm unsure how to determine
