Oracle modifier cannot exclude item

Dear all,

Our biz user would like to create a modifier apply to all item and use exclude one item.

I am trying to use exclude items function so there is an issue happen that once I update exclude item in form exclude, the line product attribute of modifier update accordingly.

Pls see the file and can give me some suggestion?
