Client requirement in Oracle Project Costing Cost BUdget

Hi,

Client have one requirement that is they want to use cost budget monthly and what ever the past month unused budget amount should be transfer to next month

Ex

January Month Cost budget

Quantity: 10 Budget: 1000,

Budget Utilized in January month: Quantity: 8, Budget: 800, this unused quantity; 2, Unused Amount: 200,

This unused amount and quantity should transfer to February month automatically.

Is this functionality available in Oracle project Costing? if available what are the required setups
