Contracts QA Report Program does not submit the contract for approval

As part of conversion, we are creating new lines (with 01-Jan-2018 start date) within existing contracts. These contracts are in Active status and the new lines being introduced are in Entered status. The expectation is that when we run the 'Contracts QA report' program, the contracts should be checked for QA and upon successful QA, they should be then submitted for approval........and that should make the new contract lines go from Entered to Signed status.
