Why would RSDJ (Promised Delivery Date) = 0?

Why, within an order, would some order lines (and not others) have F42199.RSDJ = 0?

I gather it calculates based on DRQJ (Requested Date) which the order lines in question all have populated.

Thanks for any ideas.
