"Standard Edition 2" vs "Tuning and Diagnostics Packs"

Hello,

Is it still possible in "Standard Edition 2" to violate License agreement like Tuning and Diagnostics Packs?

From: https://docs.oracle.com/database/121/DBLIC/editions.htm#DBLIC109

I see i'm not allowed to use Tuning and diagnostic packs on a SE2, so there should be no "risks" to violate Tuning and Diagnostics Packs license agreement on a SE2.

I saw i can run AWR reports but them don't retrieve any data as the relative tables don't have any data inside.

The simple access to those table imply i violate the licence agreement even if them doesn't retrieve data?

Moreover the parameter  control_management_pack_access is set to NONE .

Howdy, Stranger!
