MRP - Track WO Progress

Can MRP be configured to track progress of a WO?  For instance, when the Qty Completed (recorded in the WO Time & Qty Entry F31122) of the latest Operation goes under the WO Header Qty due to scrap, MRP to generate Planned Order message for the difference?  Or when WO Operation does not complete (Status <> 30) by the Completion Date (or Start Date of the next Operation), MRP to generate Expedite message?
