Should I be able to ship an Item that is Inventoried, not costed (expense account), serialized?

Should I be able to ship an Item that is Inventoried, not costed (expense account), serialized?  I'm seeing the on hand, can reserve on the Internal Sales Order but during pick release, I try to allocate the serial number but it's coming back as no data.  Help?
