ACA IRS Error 1094C-028 Missing "TotalForm1095CALEMemberCnt" record

This may be something I need to log an SR for but thought I'd start with the community.  We sent a file to the IRS for the 2016 tax year with a Transmitter type TCC that includes 5 GRE's in the file, so one GRE has a TCC and the other 4 do not have a TCC. We got back an error of 1094C-028 for the 4 GRE's that do not have their own TCC Number. The IRS error details for 1094C-028 = If Form 1094C checkbox 'AuthoritativeTransmittalInd' is checked, then 'TotalForm1095CALEMemberCnt' must have a non-zero value.

When I look at our 2016 1094/1095 detail file that went to the IRS the 'TotalForm1095CALEMemberCnt' record is only in the file for the GRE that has the TCC attached to it. The 4 other GRE's
