Capacity Calculation LPN Environment

In a License Plate branch, the volume of the License plate is driven by the volume that is assigned to container code of the License plate from P46091. This is ok when the pallet is full, however, how can we calculate accurate volume when the pallet only has 2 cases on it?  The cubic volume used in the system is still the same container cubes regardless of whether there are 25 cases or 2 cases on the pallet. Is there a way to get the system to consider what's actually on the pallet (2 cases) and not just the Full container dims (25 cases)?
