Siebel IP2015 - Oracle Cloud - Webserver not starting up

Hi All,

We have been trying to setup Siebel IP2015 in Oracle cloud environment, as described in below documentation.

The entire installation process went well, and I am able to check below all points very well. The issue is, the webserver does not seem to be up and running, and there is no process listening on port 7780.

1) verified odbc, sqlplus connection from server instance.

2) Siebel Gateway and siebel server are in running state.

3) srvrmgr connected and able to list the components.

In summary, when I access the application in browser, I get "Page Not Found" error. And webserver seems to be not up on 7780 port.
