BUG:24903006 while restoring OEM to a new server.

I ran into bug:24903006 while trying to recover OEM on a new server.  The solution is to apply the associated patch on the OMS but how do I do that when no WLS or OMS service exits on the new server?  Does it need to be applied to the original OMS before the OMS backup is taken?  The environment is OEM 13c on Windows 2008 R2 server, with a 12c repository database.
