What is triggering Payee Control for WWMLN1 Secondary Mailing Name and ABALP1 Secondary Alpha Name?

What is triggering Payee Control for WWMLN1 Secondary Mailing Name and ABALP1 Secondary Alpha Name? We have these records sitting in P0450 with blank previous and updated values. How do we remove the tracking on these fields? While deleting them from UDC 04/PC? Is that all?
