PL/SQL: ORA-01031: insufficient privileges

Hi Team,

Running invalids scripts or compiling source from SVN is not clearing the Invalids as most of the source is invalid due to error “PL/SQL: ORA-01031: insufficient privileges”,

  can you please check and provide required action to get rid of the issue
