Program enrollment: Unable to define Program Format

After listening to the TOI videos, I also went through the oracle book on how to setup program enrolment in PS. I am at a stage where I need to define Program Format. .  I have given myself access to the Academic Item Registry Admin page, created relevant academic item types (where necessary), and selected the relevant academic item types in the Item Type Matrix and run the Sync entities process. My challenge is when I try to define the Program Format by adding a new value, the search for Planning Node, Year of program etc (under Item Type Usage)
