Contract Required on a Requistion

Hi,

We are on Peoplesoft 9.1.  We have items in our catalog that have the "Contract Required" checkbox selected, but when creating requistions with these items, users keep forgetting to add the contract ID.  We were hoping this would be mandatory, but the system is not enforcing it. Does anyone know a way to do this? Or is a customization at the req level our only option?
